Neither, it will be at 8:00 AM assuming that you followed the time adjustment.

I interpreted his question as "we don't use DST here, what time?"

The server is currently on PDT, which is GMT - 7 if I recall correctly. On Sunday, the server will switch to PST, which is GMT - 6, again if I am doing that correctly.

I'll rephrase:

The first round each day will be at 11 AM New York time which will be 8 AM California time.. Since New York will drop their clocks backwards 1 hour early Sunday morning, then 11 AM Sunday will be 11 AM Sunday and 8 AM California.

Lets forget about FICS time.

FICS server time is currently GMT-7 switching to GMT-8 soon. (PST = GMT-8, usually).
