Well, I downloaded the app. No idea how to install or run. I'd like to try it, but it seems a bit on the geek side. Any help for a normal user-type windows guy?

It's a "chess playing server", Will, as Dann wrote. So you need to install it on a weserver (that has php & mysql installed). Then other poeple (either in your local network or on the Internet) can access it and play chess using their browser. (It's like ICC or FICS, but using a browser instead of a dedicated interface).
