I downloaded the last TOGA engine. Concerning the endgames I read what follows:
"EGBBs Installation

Toga II uses the Scorpio endgame bitbases up to 5 pieces.
1. Download the 5-man bitbases from Leo Dijksman's WBEC site http://www.wbec-ridderkerk.nl . The egbbs are 340mb in size.
2. Store them anywhere in your computer. The default path is c:\egbb\ but you can change this in the uci options.
IMPORTANT: The egbbdll.dll must be in the same folder as the bitbase files. "
well, I went to the page http://www.wbec-ridderkerk.nl in order to download the EGBBs, but I couldn't find any reference to a specific download page.
Can anyone help me?

To avoid some confusion, the Toga programs based on Thomas Gaksch 'version 1.3.1 can't use the bitbases, that includes the last 3.2.1 SE version too..
I admit the read.me is not very clear about it.
The reference is from Toga II 1.3.4 that can use Daniel Shawul's bitbases.
In general the strength of Toga does not increase using bitbases but it can be helpful if you use Toga for analysis purposes.
Some people load the bitbases or endgame tablebases on a fast memory stick like a Corsair, so there is less wear and tear on the harddisk. A really fast harddisk will be faster than such a memory stick I think but you would have to ask people who have experimented with it.
Harddisk access for bitbases is less than for tablebases I think but I did not pay much attention to how much harrddisk access there is running Toga 1.3.4 so that is just a guess of mine.

The memory stick would be much faster than HDD for EGTB's ... I would assume this would be also the same for EGBB's. We are talking about a very big factor here and 340mb is really very small. Most systems today with 2GB of RAM should be able to handle this in RAM even. With EGTB's it would take a lot more room thus a USB stick or other means of external fast memory would be madatory.
