I Believe that GM Ding Liren could won against GM Kramnik if he instead move his Rook to b7 instead of His Queen to a6.

The position in your post is not correct. It should be

[d]2r5/2r2pk1/1qN3p1/2Rp1n2/pQ1P3p/7P/P5P1/2R3K1 b - - 1 43

43...Qb7 is probably best, according to a very quick search by Cfish-dev.
