If you had chosen the original Syzygy code you wouldn't have asked yourself that question.
Original Ronald de Man code is license free total,
However, fathom code has that dubious stumbling block to the license, in my opinion totally illegal, due to four modifications

Perhaps at some point a hybrid will be born, Eval, search and Syzygy from Stockfish with a neural network.
Or is it not possible?

You don't mention it, but it's probably the best choice for lczero.
Cutechess GUI.

Download here:

Install lczero by changing network1 to the name of the network to use.
