I would also consider Opterons 6XXX (socket G34). They are slower than Intels but since each Opteron package contains 2 dies, each with its memory controller, a dual Opteron would have 4 NUMA nodes which could be useful for what you need. When, few years ago, I've implemented a legal move generator, the slow down in perft was less than 5%.

Chiron ran on a dual Opteron 6274. In the last two games 1 thread was used because of problems with the parallel search. In the other games 16 or 8. If someone needs this info, I could check the logs.

MariaDB (a fork of MySQL) or PostgreSQL.

If you are developing a commercial software I would go with with PostgreSQL, because of its BSD-like license, to avoid any possible license hassle.

The tournaments I listed require the programmers to apply and participate (themselves or with an operator). CCT is not played anymore. As far as I know there are only 3 OTB (WCCC, CSVN PT, IGT) and 1 online (ACCA) tournaments left. I think that threads for these tournaments belong to the General forum or at least there should be a sticky thread where they can be announced. Then games/results/etc can be posted in the Tournaments for...

It was Chiron 3.01 I released yesterday. Only a bugfix for Syzygy Bases.
