Already in 1991 at the University department of VLSI design there were plans for creating specialized chips for neural networks.

True, and several companies were working on it at that time, somehow it never came from the ground. Maybe nVidia will release a consumer GPU with tensor cores this summer, but I doubt it. The 'Titan V' is a little bit too expensive to my taste, i'd rather spend my money on a 16 or 32 core machine with a bunch of memory.

Most efficient is buying old hardware and software working fine for almost no money and disable any updates.
The name for this illness is fun. At least for me.

I also agree with the second conjecture. I buy old machines on e-bay with gobs of cores and RAM for a cheap price. But beware, server machine are really noisy so you have to plan for that.
