If this were a mate in x inquiry then you are right, but it isn't. It's about the best move of a composition (study) and there are only 2 good moves (Kd5 and Bb5) that lead to the theme of the componist, to get the white bishop on f7 via e8.
As in the Kubbel composition (if it had not been a mate in x inquiry) no one (and the componist in particular) is interested in the silly 1...Kb7 after 1.Rc8+ and in this study the point of the composer is that black just is one tempo short to draw. Moves like 18...Kb8 19. e8Q+ Kc7 20.Qg6 with loss of the pawn are irrelevant to the theme of the study.
