I get the impression that doing positional rook moves in the opening phase of the game is usually bad. (Say first 8 moves)
Is that true and what exceptions are there ? Perhaps after gf Rg8.
Maybe Re1, Rd1 but usually too early and not necessary.

I don't think there is a general rule about moving the Rooks. For example in the QGD, after:
1. d4 d5 2. c4 e6 3. Nc3 Be7 4. Nf3 Nf6 5. Bg5 O-O 6. e3 Nbd7
Rc1 is a good move. Alekhine played this often, notably against Capablanca in their 1927 match.
