Evaluate the position that raise from the manoueve Nh1/Nf2/Nh3/Ng5/Qh5. The manouvre has to be played unless the score drops/raise below say 0.7, i.e., if Black play Be6, White has to take the bishop. Similarly, if black plays b5, W has to save the bishop before resuming the plan.
Ideally, the engine should take from the command line both the manouvre and the dropoff score.
If there are no engines, is there one that with a little programming could come pretty close?

I am not aware of any "engine" that can do what you describe. To me, what you need sounds more like a custom "scriptable" interface that would communicate with an engine using some standard protocol.

If I may ask, what is your larger aim here?
