Naturally it is not.
But NN can contain all information what are in an opening book or in an endgame database and even much more. The main difference between the endgame database and NN is that the information given by an endgame database are precise but given by NN have some uncertainty.
So NN + appropriate search (like MCTS) can act as substitute of opening book and endgame database.
