Without looking at the books I would guess that the one book has a lot more depth. Some people set a books depth at 20 moves max ad others 100 moves deep.

most commercial books seem to be min 3 games up to 35 moves , but books as small as 2 gb can be 0-100 , we do not make books but our friends test for several book makers , one of which asked that question
This is due to the import criteria they use to import games. Chessbase gui gives some options which are relative length of moves from games or absolute length of games with/without variations.
Same database can yield a 100 mb book but with max limits i.e absolute games and length of moves say 200 or 300 then that same book can become a few gigs(rough guess).
