Hello!
I've just added Glicko ELO rating calculation on my site
http://www.ideachess.com/
based on score against tactics problems.
At present I've set the ELO points to all registered players (registration is free) to 1500 and a RD of 350.
With time and a lot of attempted exercises rating of users and tactics will adjust.
