The White and Black knights both attack two weak enemy pawns, and tie down the other opponent pieces. Black in particular can't move his Rook at all without dropping a pawn.
Since both sides have this positional problem (although Black's is a bit worse) the position is pretty even and in fact this game was drawn. But in general it may make sense to give a bonus for this kind of attack on weak pawns, even more than the normal outpost score.
