Is it possible to design a chess engine to run on the world's strongest computer in the next 10-15 years?

No and yes. The probability is convex combination of 0 and 1.

Sure, and its happening right now. My engine has a estimated release in 10-15 years, to be run in the hardware of that time. All other programmers I know are too anxious and will release before me.
